When it comes to electrical work (or any contracting work for that matter), there are two rules. First, get it in writing! Next, never pay until the work is complete. These are the fundamental rules that apply for all of your contracting projects. If you need electrical work, you should make sure that you have everything that was discussed or agreed upon in written form. Next, you should never pay for the job until it is finished.
You may be surprised to learn that if you pay for a project after it is completed, and then want to challenge the contractor on the quality of the work, or claim that the contractor failed to perform the work as agreed upon, you have already lowered the chances of winning your case because you paid for the work. You should only pay for the work when you are satisfied with the finished product. As soon as you write that check or hand over your cash, you are essentially stating that you are pleased with the work and accept it. Also, after contractors get paid, they have less of an incentive to make sure that you are satisfied.
There is another reason why you shouldnt pay an electrician until the job is complete. There are many dishonest and unscrupulous people out there. These people may not even really be electricians at all and could be better classified as con artists. The best way to protect yourself and to make sure that you are dealing with a reputable electrician is to ask for licenses, certificates and insurance up-front. You should also request several references from past clients and call them. Taking the necessary steps to verify the electricians references and reputation while also making sure that they are certified and qualified to perform electrical work will help you weed out the con-artists from the reputable electricians. However, even when you are impressed with an electricians qualifications and references, you should never pay the full amount for the job until the project is complete and you are satisfied with the work.
